The department is the critical unit for change in undergraduate
education.  Ways to identify a thriving department are presented in the
SPIN-UP report from the physics community which is captured in Part Two
of the PKAL Report on Reports II, 2006.  

The importance of departmental leadership to ensure a thriving STEM
